Cuellar expands lead over Cisneros, declares victory

With final votes tallied, Rep. Henry Cuellar expanded his lead over primary challenger Jessica Cisneros — but a recount is still possible.

Former U.S. Rep. Beto O'Rourke (D-El Paso) is expected to announce a run for Texas governor later this year. O'Rourke would be the first democrat to win a Texas gubernatorial election since Ann Richards did in 1990.
