Rod Pinheiro, PE, PMP, CFM, has joined Jones|Carter as vice president of program management. He has more than 25 years of experience supporting organizations in assessing and managing large programs. Pinheiro has been instrumental in helping these organizations reap the benefits from investments and turn strategy into real, sustainable value.
Pinheiro utilizes proven management processes that provide organizations with end-to-end delivery excellence. His focus on fiscal responsibility, innovation, and collaborative governance has provided stakeholders with the confidence that their programs would be delivered successfully. With more than 10 years in the Houston region, Pinheiro has experience managing programs both as a private consultant and more recently as the assistant director of the City of Houston’s Storm Water Maintenance Branch. In this role, he was responsible for leading more than 300 personnel and overseeing the daily operations of the City’s critical storm water infrastructure.
His focus has been on helping the City of Houston provide resilient and sustainable infrastructure through the management of investments to desired outcomes. During his time with the City, Pinheiro also served program manager for the Storm Water Management Program, the Local Drainage Program, and the Storm Water Action Team program. He also helped implement and execute the City’s annual $70 million Storm Water Capital Improvement Plan (CIP) and the $150 million Street and Traffic CIP.
Pinheiro has served in various other engineering roles, including supervising and managing engineer, project manager, and project engineer. Pinheiro grew up in Brazil where he began working in the engineering and construction industry at a young age. He received his Bachelor of Science degree in civil engineering in 1999 followed by a Master of Science in civil and environmental engineering in 2002.
With more than 40 years of experience, Jones|Carter proudly provides civil engineering and surveying services for both private development and public infrastructure improvements. Jones|Carter has served as the program manager for numerous clients and currently works with more than 100 utility and special districts across the state.
