San Antonio has no plans to declare disaster to help with expected migrant surge

More than 20,000 migrants arrived in San Antonio in November, a new record high than any given month. As the end of Title 42 looms, Mayor Ron Nirenberg has said there are no plans to declare a state of emergency for the city.
