Texas Department of Transportation crews started in recent months installing the columns for a new flyover ramp in far West Bexar County and now a new big-box store is planned for the shadows of all that concrete.
A new Sam’s Club retail warehouse is expected at Loop 1604 and Highway 90 West, according to a recent state filing, the first retail development to arise in the booming highway interchange.
The estimated $24 million store will be built at 3007 W. Loop 1604 South, which appears to be the northeast corner of the intersection. The filing states the newly constructed store will be 166,000 square feet and completed in November 2027.
The Walmart-owned consumer retailer Sam’s Club operates about 602 membership warehouse clubs across the United States. This new store will bring San Antonio’s count to seven.
The e-commerce giant Amazon operates a fulfillment center on the southeast corner of the intersection.
TxDOT kicked off a two-phase highway construction project in the area in late 2025 with plans to install a new flyover connecting westbound Hwy. 90 to northbound Loop 1604, widen the number of main lanes and build new frontage roads.
The work is an effort to ease congestion along one of the busiest corridors in Texas, stated a TxDOT progress update.
Traffic volume in the area increased 42% between 2002 and 2022, when traffic cameras were relocated in the area, according to the website The Texas Highway Man.
A second phase of the project calls for converting the existing four-lane Highway 90 past Loop 1604 to a six-lane freeway with frontage roads west to State Highway 211.

“A lot of growth has happened out in the Castroville area,” especially in the area of Hwy. 211, Potranco and Culebra roads, said Richard De La Cruz, director of transportation planning and development for the San Antonio District of TxDOT.
A new H-E-B store opened on Potranco near Hwy. 211 in 2020 where explosive growth has resulted in rolling waves of new rooftops across former farmland. “And what does H-E-B do? It causes growth,” De La Cruz said.
A Sam’s Club spokeswoman declined to give any other information about the planned store, saying it was still too early in the process to share specific details.
