My name is Mike A. Wulczyn, a 34-year resident of District 3 and a proud NEISD parent. My 40-year career is built on a foundation of rigorous academic achievement, including a Ph.D. candidacy in Public Administration (Law & Public Policy), a Master’s from Harvard in Computer Management Information Systems, an M.Div. and M.A. in Social Justice from Loyola University Chicago, a Master of Public Health, and a BSc in Computer Science. As a U.S. Navy veteran and former Adjunct Instructor, I have spent my life mastering complex systems and ethical leadership. I am running to ensure our neighborhood schools benefit from this lifetime of experience, keeping them secure, fiscally sound, and focused on the academic excellence our children deserve.

I bring a specialized toolkit to the board: 30 years of global IT architecture experience to address cybersecurity; 10 years in Federal Law Enforcement and Intelligence to manage risk and systemic integrity; and a decade as a forensic investigator to ensure fiscal accountability. This “high-stakes” professional background allows me to oversee district operations with a level of technical scrutiny rarely seen on school boards. I am not just a policy advocate; I am a systems expert trained to find efficiencies and eliminate waste.
I am honored to be endorsed by the North East American Federation of Teachers (AFT), the North East Education Association (NEEA/TSTA), and the North East Bexar County Democrats (NEBCD) , reflecting my commitment to both our educators and our community’s values.
Why did you decide to seek this office and how you would approach the role?
I am running to be a voice of reason on a board facing complex technical and fiscal challenges. As a 34-year resident and NEISD parent, I believe our schools require leadership that balances ethical grounding with professional mastery. I view the Trustee’s role as a steward of strategic authority. My approach is defined by “Mastery and Integrity”—prioritizing educational excellence and rigorous fiduciary accountability. I will approach this role as a steady, experienced hand at the table, working collaboratively to keep our board focused on its core mission: empowering students and supporting educators. By navigating state compliance with precision and prioritizing classroom needs over administrative bloat, I will help ensure NEISD remains fiscally sound, technologically secure, and—most importantly—under local community control.
How would you solicit input and feedback from constituents?
Transparency and accessibility are the cornerstones of effective representation. I will implement a multi-tiered approach to stay connected with District 3 families:
- Regular Town Halls: Hosting quarterly meetings at local libraries or schools to discuss board agendas.
- Digital Accessibility: Maintaining an active, responsive digital presence where constituents can submit concerns directly.
- Campus Presence: Regularly visiting our local schools to hear directly from teachers and staff about their daily challenges.
- Advisory Groups: Forming a “District 3 Advisory Council” composed of parents, local business owners, and retirees to ensure diverse perspectives are represented. My goal is to be a bridge between the boardroom and the living room, ensuring the community’s voice drives my policy positions.
What do you see as the biggest challenges your school district is facing and what strategies would you want to implement as solutions?
NEISD is at a critical crossroads, facing three primary challenges:
- Protecting Local Control: To avert a TEA takeover, we must prioritize strict compliance with state law and proactive governance. My background in law and public policy will ensure we navigate legal requirements with precision, keeping our schools in the hands of our community.
- Restoring Fiscal Sanity: With an $18M+ deficit looming, I will apply a rigorous, line-item forensic auditing approach to district spending. By eliminating waste and reducing administrative bloat, we can balance the scales and ensure every taxpayer dollar is an investment in the classroom.
- Dedicated Advocacy: A thriving district requires supported educators and focused classrooms. I advocate for competitive compensation to retain our best teachers and innovative solutions—such as geofencing for cell phone management—to restore the learning environment and ensure both students and teachers have the tools they need to succeed.
