1. Please tell voters about yourself.
My name is Cynthia Castro, age 42, and I live in San Antonio. I am a graduate of the University of the Incarnate Word and earned a bachelor’s degree in business and a paralegal specialty degree. I bring 22 years of legal and business experience with a concentration in civil litigation, and I currently serve as a Senior Litigation Manager for a Fortune 100 company specializing in insurance and financial services. I’ve attended numerous trials involving complex cases in Texas and throughout the United States.
I have extensive experience analyzing and evaluating legal issues, conducting root cause analysis, and executing plans to mitigate risk. My professional background also includes strong experience in criminal and civil procedures, compliance, leading teams, and managing confidential, proprietary, and sensitive documents while ensuring that legal standards are met every single day. I also have extensive file management experience at the county, state, and federal levels.
2. Please describe the relevant work experience you bring to this job, and how you would approach the role.
I bring hands-on experience with court processes, trials, researching records, and comprehensive file management. My profession requires strict adherence to procedural requirements and confidentiality standards. I have experience with document processing procedures including court documents, assumed name filings, and public records while ensuring accuracy, compliance, and security of records. My legal background also includes extensive experience of e-filing court documents at all levels of the court systems. This background equips me to manage the clerk’s office with efficiency and a strong focus on service to the public.
I would approach the role of County Clerk with a service-driven leadership style grounded in my extensive legal, risk management and operational experience. Having worked closely with court processes and public records, I understand the importance of accuracy, compliance, and timeliness in every function of the clerk’s office. As a present and accessible leader, I would prioritize ongoing training and development for staff, ensuring employees are well versed in court procedures, maintaining public records and electronic filing systems. My background managing complex legal workflows and confidential information allows me to establish clear processes, accountability and consistencies; while supporting employees with tools and training they need to serve the public efficiently and with confidence.
3. Why did you decide to seek this office? And why did you decide to run under the party affiliation that you chose?
Throughout my career, I have developed the experience and perspective to identify operational gaps, leadership deficiencies, and opportunities to modernize processes and technology. For several years, many counties across Texas have provided transparency and accessibility to public records, including court filings. Yet the Bexar County Clerk’s Office is behind in offering the same level of accessibility. Our community deserves a Clerk’s Office that is modern, efficient, and responsive.
Equally important is a present and engaged leader. When current leadership practices include attending outside events unrelated to core office responsibilities, it creates disadvantages for staff and the public and can increase risks, including security breach issues with sensitive public records as the county has experienced on several occasions since 2020. As County Clerk, I would prioritize being physically present in the office, directly supporting staff, improving office morale, identifying and mitigating risks and ensuring that every process from public records access to document filings runs effectively and serves the community. Leadership is about being on site, accountable, and accessible to the people you serve. I believe in equality, diversity, and leading with both strength and compassion – core Democratic values that guide me every day.
4. How would you (or how do you, if already elected) solicit input and feedback from constituents?
As County Clerk, I would prioritize listening to the people we serve by implementing a user-friendly automated feedback tool. This system would allow residents to share their experiences – positive or negative – and provide suggestions for improving customer service and office processes. By collecting real-time input, we could identify areas for improvement, streamline operations, and ensure that every interaction with the clerk’s office is efficient, accurate, and responsive.
This same approach would be used internally to give employees a confidential and constructive way to share feedback on workplace processes, training needs, and office operations. By combining public and internal feedback, the Clerk’s office can make informed decisions, implement meaningful improvements, and foster a culture of accountability, transparency, and service excellence. Technology-driven feedback empowers both residents and staff, ensuring the office continually evolves to meet the needs of the community.
