Arnulfo Ortiz is an attorney who received his law degree from Georgetown University. He previously worked as a staffer in the Texas Legislature and U.S. Congress. In the 1990s he ran unsuccessfully for a seat on the San Antonio River Authority and for a seat in the Texas House.
