Councilwoman Phyllis Viagran (D3) was elected to a third and final term Saturday night, defeating three challengers with 57% of the vote. Her closest challenger, Kendra Wilkerson, took 18% of the votes.

By the end of her third term, the Viagrans will have had a lock on Southeast’s District 3 seat for 16 years. Phyllis’ sister, Rebecca Viagran, held the role for eight years before her.

Phyllis Viagran worked as a community service specialist for the San Antonio Police Department and held several roles at Visit San Antonio before she was first elected in 2021. She was reelected in 2023, and the city instituted new four-year terms starting this year.

“It’s a new chapter, because this will be the final term that I can run for,” Viagran said in an interview after filing for May 3 election. “I’m really looking forward to it, getting out there and serving and making sure that the projects that I started four years ago get completed within these next four years.”

Viagran was diagnosed with neuroendocrine tumors last year, but said in February that she was feeling good and excited about another term.

“It is a world of difference between last year and this year …the treatment is working,” Viagran said. “To know that I can look to another four years, it’s just very inspiring and heartwarming for me and my friends and my family. My team and the city team have been so encouraging.”

“That’s why I look forward to to doing this, because I feel healthy, and the everybody has worked so hard to get me back on the road to recovery,” she said
