San Antonio City Council approved a zoning change that could pave the way for a 5.9-acre mixed-use development in the Museum Reach portion of the River Walk.
In a short meeting Thursday, council members approved a proposed zoning amendment that allows commercial development, mid- or high-rise offices and 390 housing units on land along the San Antonio River near Jones Avenue and Camden Street.
The land is owned by McCombs Family Partners, which bought the property for $29.5 million from CPS Energy in 2023.
The company, which is part of the family of businesses owned by late auto magnate Red McCombs, declined to comment on its plans when contacted on Friday.
Documents on the City of San Antonio’s website indicate that eight buildings, including parking garages could be built at the site with a maximum height of 15 stories.
The development could include 57,410 square-feet of food and beverage space, 298,030 square-feet of multifamily housing and 265,510 square-feet of office space.

There are multiple buildings on the McCombs-owned parcels.
According to the Bexar County Appraisal District, there are three offices, a storage warehouse and an auto service garage on the site. CPS Energy considered donating most of the site to the nearby San Antonio Museum of Art in 2015, but changed course in 2022 and sold much of the site in 2023.
The 5.9-acre site is approximately 600 feet from Pearl and in a ZIP code with some of San Antonio’s highest fair-market rents, according to the National Low-Income Housing Coalition, which pegs rents for a one-bedroom apartment in the area at $1,720 a month.
