My name is Carlos Antonio Raymond, and I am 76-years of age and a proud resident of District 6. I was born in Panama City, Panama, and I’ve spent the last several years in San Antonio. I lived in San Antonio first, 1971 (BAMC); 2003-2025. I served in the U.S. Army and am a veteran. I hold an associate degree in medical science from the University of the District of Columbia and a bachelor’s degree in business administration from Georgia State University.
My professional experience spans several fields, from real estate as a realtor with Icon Realty, to public service in various federal roles, including the U.S. Department of Veterans Affairs and the U.S. Department of Transportation.
Over the years, I’ve worked tirelessly to serve others and make a difference in our community. I’m running for City Council to ensure District 6 thrives with better infrastructure, affordable housing, and stronger safety for everyone.
List any previous experience in government or participation on local boards, commissions, or neighborhood associations.
My experience in government spans both federal and local levels. I served in various capacities, including: U.S. Department of Transportation (1973-1976) U.S. Environmental Protection Agency (EPA) (1977-1980) U.S. Department of Veterans Affairs as a Radiology (X-Ray) Technologist U.S. Department of Defense as a Budget Analyst (Retired) Office of Mayor Andy Young (Atlanta, GA) – Constituent Comm-(1982-1990) Precinct Chairman: (D) (2007-2015) (R) – (2015-2016) in Bexar County State Rep. – (Candidate) – Dis. 117 (2015-2016) and Dis. 125 in 2022.
Additionally, I’ve worked as a REALTOR and have participated in numerous community service and advocacy roles. While I faced challenges in previous campaigns, including being wrongfully removed from a primary race in 2016, I’ve gained invaluable experience in both government service and running for public office, all of which equips me to serve District 6 effectively.
In the city’s 2024-2025 budget survey, residents ranked homelessness, streets, housing and animal care services among their top concerns for the city to address. Which issues do you consider a top concern for District 6 and how would you work to address them in your first 100 days?
In District 6, the top concerns are infrastructure, economic development, and public safety:
1. Infrastructure Improvements: My first priority will be to improve the condition of streets, sidewalks, and public spaces. I will work to secure funding for infrastructure improvements, focusing on both the safety and livability of our community. Public-private partnerships and grants will be pursued to reduce costs and maximize efficiency.
2. Affordable Housing: Housing is a key issue, and I will push for more affordable housing projects to accommodate our growing population. I will also advocate for policies that ease zoning restrictions to make it easier for developers to build affordable homes.
3. Public Safety: Safety remains a priority. I will ensure that our police and fire departments are adequately supported and equipped. By fostering better community policing and working closely with local law enforcement, we can reduce crime and improve public safety.
4. Animal Care Services: I will work with Animal Care Services to address the needs of our city’s animals by improving facilities and adopting more proactive measures to protect animal welfare.
In a crowded field of council candidates, what differentiates you from the others?
Yes! I believe that character and integrity are the foundation of great leadership. Unlike other candidates, I’ve lived through adversity, which has shaped my determination and Resilience.
I’ve been tested at rock bottom and have never let failure define me. My faith in God, the struggles I’ve overcome, and my international experiences—living in 23 different cultures—bring a unique perspective to this role.
I’m the only candidate with a military background who served during the difficult times of Vietnam, demonstrating my commitment to duty and sacrifice. I’ve faced challenges and learned from them, which gives me the persistence to keep moving forward. My diverse background in both public service and private sectors allows me to approach problems holistically and with an understanding of both community needs and economic realities. I stand firm on values of hard work, transparency, and commitment to the people of District 6.
If elected, how do you plan to solicit input and feedback from residents in your district?
I plan to ensure constant communication with residents of District 6 by hosting regular town hall meetings to hear their concerns and gather their input. I will also publish a quarterly newsletter that includes updates on city issues, upcoming events, and ways for residents to get involved.
Social media, particularly Facebook, will be a platform for sharing information and engaging in conversations with constituents. Additionally, I will host informal monthly coffee meetups at local restaurants or cafes in District 6, where residents can come, ask questions, and discuss concerns in a casual setting.
It’s vital that the voices of District 6 residents are heard, and I’ll work hard to ensure they are. I believe in transparency and direct engagement to make sure the needs and aspirations of the community are reflected in all decisions.
